Europe is currently the fastest-growing frontier for Korean beauty exports — and the most under-served. Most K-beauty distributors focus on the US market, which leaves European independent retailers, pharmacies, and online shops with surprisingly few English-language resources for sourcing directly from Korea. This guide covers what actually matters for EU and UK buyers: compliance, MOQs, shipping, and category selection.

The one thing to check first: CPNP

Every cosmetic product sold in the EU must be notified on the CPNP (Cosmetic Products Notification Portal) before it goes on sale, and it must have a Responsible Person (RP) established in the EU. Since Brexit, the UK runs a parallel system: SCPN notification with a UK-based RP.

What this means in practice for a buyer:

  • If a Korean brand is already CPNP-notified with an EU RP, you can stock it right away — you only handle import and labelling checks.
  • If it is not notified, someone must become the RP and compile the Product Information File (PIF, including a safety assessment) before first sale. As a small retailer you generally do not want to take this on yourself for a first order.

Shipping, duty and VAT basics

  • Shipping: small consolidated orders typically move by air courier (5–10 days door-to-door) or air freight; sea freight only makes sense above roughly one pallet.
  • Duty: under the Korea–EU FTA (and the Korea–UK agreement), most Korean-origin cosmetics enter at 0% duty with a valid origin declaration — ask your supplier to include it on the commercial invoice.
  • VAT: import VAT applies at your national rate and is generally reclaimable for VAT-registered businesses.
  • Labelling: EU rules require specific label elements (RP address, ingredients per INCI, period-after-opening). Factor a labelling step into your first-order timeline.

Which categories clear EU rules most easily

Categories with simple regulatory status travel best: toners, serums, creams, sheet masks, toner pads and lip care. Sunscreens deserve extra attention — UV filters approved in Korea are not all approved in the EU, so SPF products must be checked filter-by-filter (we flag this per product).
